Media publishing. Simple?

I've recently published my first item in the nokia OVI store, an OSC client for the N9! (yay!)
The process was quite straightforward and a nice experience. After that i decided i could try with a ringtone. BUT it seems that you must become a media publisher, which is quite the process. The problematic bit is that you have to have insurance in the minimal amount of $1M?! (pinky to mouth:)
It is rather sad that these IP litigations have forced Nokia to require something like this.
